Excerpt: INTRODUCTION: The Environmental Protection Agency (EPA) has prepared this 1998 EPCRA Section 313 Questions and Answers Document to help clarify the reporting requirements under Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA, or Title III of the Superfund Amendments and Reauthorization Act of 1986, Public Law 99-499). The EPCRA Section 313 program is also referred to as the Toxics Release Inventory or TRI. This document supersedes all previous versions of the EPCRA Section 313 Question and Answer Document. Use this document as guidance beginning with the 1999 reporting year for reports due July 1, 2000.
