Huining County: The county lies in the centre of Gansu province, 230 km away from Lanzhou. The territory of the county is 140 km long, and 90 km wide, an area of 6,500 km2. Located on the semiarid Loess Plateau with average annual rainfall between 330 to 435 mm, water is scarce in the county and drought is the major threat to agricultural production. There are 2.28m mu of cultivated land, of which 1.79m mu is sloped land. The total population is 577.500, of which 96 percent live in rural areas. Agriculture dominates the local economy. The main staple crops include wheat, maize, millet, potatoes, buckwheat, oats, oil seeds and beans. The main livestock resources include oxen, horse, donkey, sheep, pigs and chickens. Farmers? average annual income in 1999 was 1106 per capita. Zaizuo Township: Zaisuo township is 20 km from the county town. Among the 32 townships in the county, this township is one of the poorest. The population of 21,598 live in 4,362 households and almost all live in rural areas. Total cultivated land area is 87,900 mu, of which over 95 percent is on sloped land. Average annual income in 1999 was 1,010 per capita.
