Summary ... The 2004 triennial comprehensive policy review will be an important opportunity for the General Assembly to assess the overall functioning of the United Nations system at the country level and set its future course. The timing of this triennial comprehensive policy review is particularly significant: four years after the adoption of the Millennium Declaration and a year before its review by the General Assembly in 2005. First, it is an occasion to examine how the system has aligned country operations with the Declaration. Second, sufficient time has elapsed for a first look at the country-level impact of the reform processes set in motion by the Secretary-General in 1997 and 2002. Finally, the changing international environment has given rise to a debate on the role that the United Nations system should play in development cooperation ... The report indicates that substantial progress has been made in bringing cohesion to the functioning of the system at the country level and in aligning its operations with the development agenda emerging from major United Nations conferences and summits and, in particular, to the Millennium Development Goals.
