Excerpts: The United States in 1789 was an infant republic faced with economic troubles at home and challenges from abroad. With a population of less than four million in 13 quarrelsome states, the nation faced an uncertain future. Two states, North Carolina and Rhode Island, had not even ratified the Constitution when the First Congress convened and George Washington was inaugurated as President. Several of the states, as well as the national government, had heavy unpaid war debts. Great Britain continued to wage economic warfare against the United States while maintaining military outposts in Canada and along the western frontier. In order to assert its place as a truly independent nation in the world community, the United States would have to resolve its financial problems, provide for the payment of its debts, and strengthen its economic base.
