Excerpt: NOAA?s Leadership Subgoal encompasses activities that provide leadership, guidance, executive direction, and selected support services to the full range of NOAA?s programs. The budget request for FY 2006 of $150.0 million maintains current level operations and does not propose any significant program changes. What is included in ?Leadership?? The Leadership Subgoal is composed of three NOAA programs: 1) NOAA Headquarters Program; 2) Line Office Headquarters Program; and 3) Homeland Security Program. The NOAA Headquarters Program houses the offices directly supporting the Under Secretary, Assistant Secretary, and Deputy Under Secretary of NOAA. It also includes the staff offices for general counsel, legislative, public, and international affairs, education and sustainable development, program analysis and evaluation, and educational partnership programs with minority serving institutions.
