Excerpt: Negotiations are much more successful under the private sector model because bargainers hold powerful economic weapons in reserve throughout their talks. Strikes, lockouts, and their variants cannot be used unless impasse occurs. Because these weapons are so extreme, risk-averse parties often make compromises.
