Excerpt: Based upon this determination, I hereby direct my staff to make final eligibility recommendations with respect to the Iran related applications that were received by April 7, 2003, and to propose the appropriate pro rata distribution, pursuant to Section 2002(d)(l), of 90 percent of amounts available to be paid under Section 2002(b)(2) to each eligible claimant with a judgment issued as of November 26, 2002, in a case identified in Section 2002(a)(2)(A) with respect to Iran. These eligibility and pro rata distribution recommendations shall be made in accordance with all requirements of Section- 2002 and, in particular, in time to permit payment to be made not later than 60 days after the date of this Determination.
